Local Law 152 - Quick Guide

NYC Local Law 152 is now effective

LOCAL LAW 152

3+ Family Buildings

All NYC buildings that are designated as 3 family or above, are now required to undergo a gas pipe inspection once every four (4) years.  
CIVIL PENALTY
$5,000 civil penalty, or greater

for failure to submit a gas pipe inspection, on or before your filing due date.

INSPECTION REQUIREMENTS
A New York City Licensed Master Plumber ("LMP") is required.

By law, gas pipe inspections must be performed by a New York City LMP on all exposed gas piping from the point of entry, all common areas, and mechanical rooms.

5 Common Questions

What should I expect with a gas inspection?

Your LMP will visually inspect all exposed piping and use a combustible gas indicator (CGI) to detect any possible gas leaks. 

 

The LMP will provide the building owner a Gas Piping System Periodic Report (GPS1), and a signed and sealed Gas Piping System Periodic Inspection Certification (GPS2) within 30 days. Within 60 days of the inspection, the owner must submit the GPS2 to the NYC Department of Buildings (DOB).

What happens if my inspection reveals issues with my gas piping?

The clock begins once your gas metrics are submitted to the NYC DOB gas leak tracking database via the CGI reading at your inspection.

 

You have:

  • 120 calendar days (4 months) from your date of inspection to remedy all minor issues

​

  • 180 calendar days (6 months) for major issues.

​

  • Your LMP will advise accordingly.

When is my deadline?

The NYC DOB sent a letter to all building owners communicating their respective deadlines. Please refer to your letter or contact the NYC DOB for details.

ORIGINAL NYC INSPECTION SCHEDULE

Inspections are organized by Community District – not borough.

​

  • Jan 1, 2020 – Dec 31, 2020: Community Districts 1, 3, and 10 in all boroughs (This date extended to June 30, 2021)

​

  • Jan 1, 2021 – Dec 31, 2021: Community Districts 2, 5, 7, 13, and 18 in all boroughs

​

  • Jan 1, 2022 – Dec 31, 2022: Community Districts 4, 6, 8, 9, and 16 in all boroughs

​

  • Jan 1, 2023 – Dec 31, 2023: Community Districts 11, 12, 14, 15, and 17 in all boroughs

What if I don’t have a gas piping system?

If your building doesn’t have a gas piping system, you’ll still be required to comply with this law.

What if my gas reading deems my building to be unsafe?

The Section 28-318.3.4 of the Administrative Code outlines the unsafe conditions. If your gas reading reveals unsafe conditions, the professional performing your inspection is required to immediately notify the building owner, gas utility company providing gas service to the building, and the NY DOB (this step is automated with the CGI reader).

 

By law, the owner is required to take immediate corrective actions to remedy such conditions into compliance with NYC Construction Codes.
